The South Hills Area Council of Governments (SHACOG), incorporated in 1973, is a voluntary organization of municipalities located in the South Hills area of Allegheny County. SHACOG's purpose is to meet at regular intervals to discuss and study community challenges of mutual interest and concern and also to develop policy and action recommendations. Members seek, by agreement, solutions to common problems for their collective benefit. In addition, SHACOG can and does undertake, coordinate and administer programs of regional interest that benefit some or all of the member municipal governments. As a member in the SHACOG region, Baldwin EMS is involved with other municipalities emergency services. Emergency Services through out SHACOG combine resources and personnel to equip both a Technical Rescue Team (TRT) and Critical Incident Response Team (CIRT). These teams are set up by the SHACOG region as a combined force to deal with out of the ordinary emergency situations.
