The Baldwin EMS Board of Directors designed an annual Distinguished Service Award to be given to an individual, who selected by their peers, would stand to represent the meaning and purpose of what our organization strives to achieve every day.  The selection criterion applies to not just a year-long evaluation of work and service but as also as a reflection on a career as an EMS professional.

The Distinguished Service Award recipient was selected by his peers by meeting the following criteria:

 The 2004 Distinguished Service Award was presented to Paramedic Lt. Todd Plunkett at the January Baldwin Borough Council Meeting. Joining Todd this evening were his wife, daughter, mother and father and several of his EMS colleagues. Todd began his career with Baldwin EMS over 15 years ago starting as an EMT and currently holds the rank of Lieutenant who is responsible for supervising B-line personnel.

He has advanced his training in many areas that include, medical, firefighting and rescue.  Most recently, he completed the Urban Search And Rescue (USAR) Training that qualifies him as a certified Rescue Specialist and valued member of the Pennsylvania USAR Team.  

Under the direction of the United States Department of Homeland Security, highly specialized rescue teams were formed to represent each state in the nation.  Todd was selected among many Pennsylvania applicants to take part in the USAR Training.  He successfully completed the training and has been appointed as one of the elite team members of the Pennsylvania Strike Team One referred to as PA-ST 1.  The Pennsylvania Strike Team stands ready to deploy to any large scale mass casualty incident within the state or throughout the nation.

In addition, he is sharing his knowledge and training as a member of the Allegheny County Operational Support Team (OST).
